"THINKING" Yes it's right thing, before doing any off-page activity because we can't continue past link building techniques which is not meeting the Google's latest update like  Penguin update. It's Completely focuses on the way of creating back link that should be Natural not Unnatural. Natural means quality, always use unique IP websites for quality back link not same IP. As we use multiple sites for bookmarking in past but now we should remember that these sites are belong from different ip. Unnatural means use of multiple websites with same ip it's count as unnatural way of creating back link.
